Kathmandu, January 19 – Nepal's local governance is undergoing a digital revolution, with municipalities adopting cutting-edge technologies to provide efficient, transparent, and citizen-centric services. Local governments, once hindered by traditional bureaucracy, are now embracing digital systems, creating a transformative impact on service delivery and public satisfaction.
Technology at the Core of Local Governance
Municipalities like Lalitpur Metropolitan City have revolutionized processes such as building plan approval, which can now be done online, eliminating the need for citizens to visit the municipal office. In emergencies, the "1131 LMC Alert" system ensures rapid response through integrated services, including fire engines, ambulances, and municipal police.
Similarly, Dang's Tulsipur Sub-Metropolitan City has implemented a digital attendance system in community schools, enabling real-time monitoring of teachers' punctuality and presence. Teachers arriving after 10:30 AM are automatically marked absent, ensuring accountability in education delivery.
Tilottama Municipality in Rupandehi has also made strides in becoming fully technology-enabled. Key initiatives include CCTV surveillance at major intersections, free internet along highways, and online systems for revenue collection and service delivery. Citizens can access services like building plan approvals and job advertisements directly from their homes.
Data-Driven Governance Reduces Corruption
Bhim Prasad Dhungana, President of the Municipal Association of Nepal, highlighted that digital systems are minimizing corruption and misuse of resources. The Integrated Data Management System (IDMS), implemented after the 2022 local elections, has established structured databases, preventing fraudulent claims for services.
"With digital service implementation, the practice of false data submission for benefits has ended. Corruption has decreased, and services are now transparent and accessible without political interference," Dhungana remarked.
Convenience for Citizens Through Mobile Apps
Nepal’s transition to digital governance is also evident in tax collection. The "Local Level Revenue Portal" is now available as a mobile app, enabling taxpayers to pay property, house rental, vehicle, and business taxes seamlessly. This advancement eliminates the need for physical visits, saving time and reducing bureaucratic delays.
Mayor Chiribabu Maharjan of Lalitpur Metropolitan City emphasized the long-term benefits of technology. “Digital services have enhanced transparency, simplified lives, and strengthened sustainable governance. Our data-based initiatives are driving meaningful, effective, and sustainable development,” he said.

Digital systems have been integrated across various sectors, including education, planning, registration, and budgeting. These advancements foster inclusivity, economic growth, and resource optimization while ensuring transparency and accountability.
President Dhungana noted that municipal apps allow citizens to apply for recommendations digitally, complete with digital signatures. “This eliminates the need for intermediaries, fostering trust in governance,” he added.
