Kathmandu, March 30, 2025—Minister for Communication and Information Technology, Prithvi Subba Gurung, has called for active facilitation by the ministry’s agencies to achieve the goals of the Digital Nepal Framework.
Speaking at a thematic committee meeting organized by the ministry, Minister Gurung highlighted the crucial role of universal access to electricity, telephone, and internet services at the local level for the framework’s successful implementation.
“The Ministry of Communication and Information Technology is pivotal in ensuring electronic governance. The agencies under it must fulfill their responsibilities with diligence and accountability,” said Minister Gurung.
He underscored the importance of expanding the Government Integrated Office Management System (GIOMS), controlling advertisement leakage, digitalizing postal services, and standardizing government websites. Furthermore, he urged the need for a nationwide Citizen App literacy campaign to enhance public understanding and access to digital services.
Minister Gurung also pointed out the challenges posed by additional taxes levied by local levels during mobile tower installations, which have increased the financial burden on infrastructure development. He emphasized the expansion of broadband services in community schools and the need to upgrade services in the eight districts affected by the 2015 earthquake.
Highlighting the role of provincial governments, Minister Gurung remarked, “Provincial governments must justify their relevance through impactful actions.”
In her remarks, Secretary Radhika Aryal stressed the necessity of consulting provincial and local governments while formulating policies and laws. She called for uniformity in sectoral plans and programs to ensure quality and effective implementation.
“The annual policies and programs at local and provincial levels must include comprehensive plans for communication and information technology,” said Secretary Aryal.
Joint Secretary Koshahari Niroula emphasized the ministry’s ongoing efforts to coordinate its activities across federal, provincial, and local levels.
The meeting underscored the ministry’s commitment to advancing digital governance and fostering collaboration among all levels of government to implement the Digital Nepal Framework effectively.
